REGULAR MEETING, COUNCIL CHAMBERS; WASHINGTON, KANSAS; DATE: April 7, 2008
The Governing Body
of the City of Washington, Kansas, met in Regular Session in the usual meeting
place in said City on Monday, the seventh day of April, 2008, at 7:00 P.M. with
the following members present: Mayor Harold H. Jones Jr. Council Members Randy
Wyatt, Tom Dragastin, Meyler Gibbs and Gene Martin. Councilman Justin Cordry
arrived at 7:45 p.m.
Not present: None.
Also present were
City Administrator Tim Schook; City Clerk Denise Powell; Libby Hiltgen,
Galloway, Wiegers & Brinegar; Anthony Kuehn, Boy Scout Troop 86; Art Schottel,
Washington; Jerry Gilliam, Les Gauby and Kenny Johnson, officers of the
Washington County Fair Board; Barry Finlayson, Mary Leck, Tom Zabokrtsky and
Greg Metz, City Superintendents; Tom Bennet and Pat Cox, BG Consultants; Mindy
Kellogg, Martha Smith, Richard Jensen and Alan Rieth, all of Washington; and
John Gaines, Washington.

Jones Jr. called the meeting to order at 7 p.m.
Xerox copies of the minutes of the
previous regular meeting of Monday, March 3, 2008, and special meeting minutes
Wednesday, March 26, 2008
were given to each Council Member for review. Council Member Gene Martin
moved to approve the regular meeting minutes as written. Council Member Tom
Dragastin seconded the motion. Motion carried. Council Member Meyler Gibbs
approved the special meeting minutes as written. Council Member Randy Wyatt
seconded the motion. Motion carried.
APPROPRIATION ORDINANCE NO. 2008-04
“AN ORDINANCE ALLOWING FOR PAYMENT OF THE CITY’S BILLS AND DEBITS.”
Thereupon on motion
made by Council Member Gene Martin moved for its adoption, that the City Clerk
is hereby authorized and directed to issue payroll Check Numbers 4109 through
____; warrant Check Numbers 32277 through _____; and Wires -51 through ___ in
payment of just bills and claims against the City and debit the appropriate fund
for each expenditure. Thereupon Council Member Meyler Gibbs seconded the motion.
Thereupon the motion carried.
FAIR GROUNDS: Kenny
Johnson, Jerry Gilliam and Les Gauby, officers of the Washington County Fair
Board requested an interlocal agreement between the City and County to construct
a 100’x150’ building to the south of the gold barn. They also stated they are
planning to move the 2008 parade route to around the park and requested the pool
close early to accommodate handicapped parking.
SEWER LIFT STATION:
Pat Cox, BG Engineering, gave reports to each council member on the sewer lift
station project. Council Member Randy Wyatt moved to approve the engineering
agreement for the 2008 Wastewater Pump Station Renovation with BG Consultants,
Inc. contingent upon the city attorney’s approval. Council Member Justin Cordry
seconded the motion. Motion carried.
15/36 & B STREET
PROJECT: Tom Bennett, BG Consultants, visited with the Council on the 15/36
project, widening of intersection at industrial park and the B Street Project.
CEREAL MALT
BEVERAGE LICENSE: Mendy Kellogg, Alan Rieth, Martha Smith and Richard Jensen put
in an application for a cereal malt beverage license for the Fourth Annual Tyler
Rieth Memorial Benefit and Poker Run May 10 at the fair building.
CITY SUPERINTENDENTS: City Superintendents Barry Finlayson, Mary Leck, Tom
Zabokrtsky and Greg Metz gave reports to the Council.
Council Member Meyler Gibbs made a motion to trade in 2007 skid steer for a 2008
and add high flow hydraulics at a cost of $3,423. Council Member Justin Cordry
seconded the motion. Motion carried.
City Administrator Tim Schook stated $800 will be paid out of the street
department budget and $2600 out of the special highway maintenance budget.
Street Superintendent Greg Metz was asked to get a firm bid for a spreader.
Sewer & Waste Superintendent Tom Zabokrtsky was asked to get a firm bid on
relining sewer pipe. There is a section of pipe missing on Fourth Street between
E and F and also on College Street.
Barry Finlayson, electric distribution superintendent, gave an update on the
15/36 project. Finlayson gave a list of tools he would like to purchase and
discussed the poor condition of the digger trucks.
Council Member Justin Cordry made a motion to purchase a Burndy fire-on
connector tool, anchor adapter for digger truck, JPX nicopress squeeze tool, two
hand lines, four rigging blocks and two flashlights. Council Member Randy Wyatt
seconded the motion. Motion carried.
Mary Leck, electric production superintendent, gave an update on EMP2.
15/36 PROJECT: John
Gaines, Washington, gave an update on the movement of his home for the 15/36
project. He stated he has had a contractor back out and is looking for a new
contractor. Gaines said the basement is slated to be poured in mid May. Gaines
said they have found a house to rent in Greenleaf for $400 per month with a
minimum of a six month contract.
City Administrator Tim Schook stated Blue Valley & AT&T are working on moving
their utilities.
Attorney Libby Hiltgen stated Walther’s Oil has agreed to sign deed.
ZONING: City
Attorney Jason Brinegar stated he will have a zoning proposal for the October or
November Council meeting.
DISASTER PLAN: The
City will encompass the County’s disaster plan once it is updated.
GRASS: There came on for consideration an Ordinance entitled:
ORDINANCE NO. 721
AN ORDINANCE ALLOWING AND ADOPTING STANDARDS AND PROCEDURES, FOR GASS BURNING IN
THE CITY LIMITS OF THE CITY OF WASHINGTON
said Ordinance No.
721 was read in full, considered and discussed, thereupon Council Member Randy
Wyatt moved for its adoption and Council Member Gene Martin seconded the motion.
Thereupon the Mayor declared Ordinance No. 721 duly adopted and passed
unanimously by all Council Members present, and the Mayor directed that said
Ordinance No. 721 be published in the Washington County News on Thursday, April
10, 2008, as provided by the Ordinance.
KANSAS DEPARTMENT
OF WILDLIFE AND PARKS: Council Member Meyler Gibbs made a motion to authorize
the Mayor to sign the Annual Operation and Maintenance Assurance Statement.
Council Member Tom Dragastin seconded the motion. Motion carried.
KMEA: Council
Member Tom Dragastin made a motion to nominate Mary Leck to fill the unexpired
term of Tim Schook as Director #1 and to appointment Council Member Gene Martin
as Director #2 on the board of directors of the Kansas Municipal Energy Agency.
Council Member Randy Wyatt seconded the motion. Motion carried. Voting aye,
Wyatt, Gibbs, Dragastin and Martin; nay, none.
PUBLIC BUILDING
COMMISSION:
CHARTER ORDINANCE NO. 12
A CHARTER ORDINANCE OF THE CITY OF WASHINGTON, KANSAS EXEMPTING THE CITY FROM
THE PROVISIONS OF K.S.A. 12-1758 AND K.S.A. 12-1767, RELATING TO PUBLIC BUILDING
COMMISSIONS AND THE ISSUANCE OF REVENUE BONDS THEREBY; AND PROVIDING SUBSTITUTE
AND ADDITIONAL PROVISIONS RELATING THERETO
said Charter
Ordinance No. 12 was read in full, considered and discussed, thereupon Council
Member Randy Wyatt moved for its adoption and Council Member Meyler Gibbs
seconded the motion. Thereupon the Mayor declared Charter Ordinance No. 12 duly
adopted and passed unanimously by all Council Members present, and the Mayor
directed that said Charter Ordinance No. 12 be published in the Washington
County News on Thursday, April 10 and 17, 2008, as provided by the Charter
Ordinance.
CITY HALL BASEMENT: City Administrator Tim Schook will contact Clinton Stamm,
Stamm Masonry, about repairs to the south and east walls of City Hall.
USD 108 AFTER PROM
DONATION: Council Member Meyler Gibbs made a motion to donate $100 to be paid
out of the Special Alcohol Fund to USD 108 After Prom. Council Member Gene
Martin seconded the motion. Motion carried.
FREE LOT APPLICATION: Council members reviewed a free lot application by Jay and
Dana Kern. The application didn’t meet the guidelines as set forth by Resolution
No. 2004-3. The Council said they would entertain an offer and consider selling
the lot.
CITY ADMINISTRATOR APPLICATIONS: Council members will review the applications
and set interviews.
POOL: Council members reviewed lifeguard employees, pay rates and pool admission
rates for the 2008 year.
BALLPARK
CONCESSIONS: Council Member Randy Wyatt approved Lori Cook’s bid of 17% of the
net profit for ball park concessions for the 2008 season. Council Member Gene
Martin seconded the motion. Motion carried.
HOUSING DEMOLITION
PROGRAM: Two bids for housing demolition were reviewed. Council Member Tom
Dragastin moved to accept the low bid of $93 per hour from Jueneman Dozer
Service, Hanover. Council Member Justin Cordry seconded the motion. Motion
carried.
CLEAN-UP DAY:
Washington County Spring Clean-up Days will be April 24-26. City Administrator
Tim Schook said city employees will make one trip through town to pick up items
beginning April 24.
FALL FEST: First
National Bank inquired about closing off streets downtown for their Annual Fall
Fest. City Administrator Tim Schook stated he advised them the middle of the
road must be left open for emergency vehicle access.
INVENTORY: Electric
inventory lists were given to the Council for review.
ELECTRIC: There came on for consideration an Ordinance entitled:

722 was read in full, considered and discussed, thereupon Council Member Randy
Wyatt moved for its adoption and Council Member Tom Dragastin seconded the
motion. Thereupon the Mayor declared Ordinance No. 722 duly adopted and passed
unanimously by all Council Members present, and the Mayor directed that said
Ordinance No. 722 be published in the Washington County News on Thursday, April
17, 2008, as provided by the Ordinance.
KMU: City
Administrator Tim Schook informed the Council that Electric Production
Superintendent Mary Leck and Electric Distribution Superintendent Barry
Finlayson will attend the KMU Conference May 14-16 in Wichita.
WATER: No problems
with the water can be found on the West end of town, according to City
Administrator Tim Schook.
LIBRARY: Council
Member Meyler Gibbs made a motion to accept the Mayor’s appointments of Lynda
Woodcock and Karen Stewart to the Library board for a term of four years.
Council Member Randy Wyatt seconded the motion. Motion carried.
ADJOURNMENT:
Council Member Gene Martin moved to adjourn to 5 p.m. Monday, April 21. Council
Member Meyler Gibbs seconded the motion. Motion carried.

Services Within The City of Washington
Washington City handles Electric, Water,
and Sewer utilities. Bills are received around the 25th of each month and are due on the tenth of
each month. Shut-off
notices are sent out the 19th of each month. The city has a $100
meter deposit and a $25 non-refundable connection fee for electrical
hookups. The connection fee will be assessed for each hookup, whether for new customers or in-town
moves and also applies for disconnects due to nonpayment of service.
The Washington Power Plant
is staffed from 8:00 a.m. to 5:00 p.m. Monday through Friday, excluding
holidays.
All utility
non-emergencies may be addressed by contacting City Hall at 325-2284 or the
Power Plant at 325-2231.

Dog and cat licenses are sold at City Hall. Owner must provide proof of rabies
vaccination. Licenses are due June 1 annually and are $5.00 per animal. If the
animal is neutered or spayed, they
are $2.50.
Municipal Court Judge is
the Honorable Paul Monty. Court is held at City Hall. Date and
time are set by the judge.
AT&T is the local
telephone provider. Their number to connect is 1-800-464-7928. They also offer
DSL and internet capabilities.
Kansas Gas Service provides the gas service. Their number is 1-800-794-4780.
Cable TV provider is Blue
Valley Telecommunications. For local service contact Mike
Graham at (785) 325-2237. They also provide high-speed internet access.
Social & Rehabilitation
Services Access Point is located at Washington County Courthouse, 214 C Street.
Call toll free (888) 369-4777. To report abuse, neglect or exploitation,
call the Statewide Protection Report Center at (800) 922-5330 24 hours/day, 7
days/week.
All emergencies are handled through 911.
Non-emergency calls are handled through the Washington County Sheriff’s
office at (785) 325-2293.
